Regional Workshop On Copyrights, Patent, Citation and their Impact Factor

A Workshop on “Copyrights, Patent, Citation and their Impact Factor” was organized by Society of Social Development & People's Action and Gandhi Peace Foundation, New Delhi on 25th April 2015 at the Gandhi Peace Foundation, New Delhi. The Seminar was designed mainly to develop an understanding of various aspects of IPR like Patents, Copyrights and their Impact Factor. More than 50 participants from different spheres including Industry representatives, faculty members, research scholars and students attended the workshop. Dr. Deepti Gupta, Associate Professor, Department of Information Technology and Dr. Neeraj Bala, Assistant Professor, Department of Applied Science and Humanities from Dronacharya Group of Institutions, Greater Noida attended this workshop as a delegate.

Eminent Speakers Prof. Somen Chakraborty (SDPA), Dr. Bijay K. Sahu, Dy Manager, (IPR) (NRDC) DSIR, Ministry of Science and Technology, GOI, New Delhi, Mr. Rajesh Singh, Dept. Librarian, Delhi University, and Mr. Subrat Birla, Advocate Supreme Court from the allied area shared their knowledge on process, benefits, precautions and ethics for registration of Intellectual Property for individuals and organizations. The objective of the workshop was to create awareness among professional on different aspects of Patent and Intellectual Property Rights and make researchers understand the Usages of patent information, IP Law, importance of IPR and Protecting technical innovation/using patents and patent information for R&D.

The program commenced with the ‘Welcome Address’ by Mr. Anupam Mishra, Member, Gandhi Peace Foundation. He welcomed all the participants to this workshop.

In the morning session Prof. Somen Chakraorty, Director, SDPA New Delhi, delivered a lecture on “Intellectual Property Rights Laws and Judicial Decisions”. He discussed about International IP Promotion and Regulation Mechanism and legal aspect of the Intellectual Property Right. He elaborated on relevance of WTO, TRIPS, GATT and WIPO in the international setting. He discussed the cases related to violation of trade mark and copy rights in Pharma, dissemination of information through CD ROMs and broadcast rights of TV channels. He told that Indian patent law does not allow patenting live material. He discussed about the various categories such as library work, dramatic work, musical work, sound recording, artistic work, etc. under which copyrights can be applied for.

Dr. Bijay K. Sahu, Dy Manager, Ministry of Science and Technology, New Delhi delivered lecture on the topic “Role and Importance & Copyrights and Patenting System in 21st Century Knowledge Based Economy”. He discussed the IPR, R&D and knowledge transfer with reference to University and college research. He discussed the practical steps involved in filing a patent application and waiting period for every stage. He also informed the participants about various categories under which patents and copyrights can be applied for. He discussed that one should patent an invention as it is a source of recognition for inventor, protection against imitators and an incentive to develop commercial product.

In the post-lunch session, Mr. Rajesh Singh, Deputy Librarian, Delhi University, delivered lecture on "Citation Analysis, h-Index and Impact Factor". In his lecture he discussed about the Research Matrics and its benefits. He also discussed about citation analysis (involves counting the number of times an article is cited by other works to measure the impact of a publication or author) and various databases such as Web of Science, Scopus and Google Scholar to calculate citation index. He also emphasized on the fact that highly cited article does not always mean excellent research.

Mr. Subrat Birla, Advocate Supreme Court delivered lecture on “Intellectual Property Rights - Various Redressal Mechanisms" (Tribunals, Commissions, High/Supreme Courts, International Dispute Settlement Mechanisms). He made the audience aware of two forums which decide issues related to copyright i.e., Copyright Board and District Board.

Ms. Radha Bhatt, Chairperson, Gandhi Peace Foundation was the Chief Guest for the valedictory session. She gave the vote of thanks to the audience to participate in the workshop. Mr. Subrat Birla received feedback regarding the workshop by interacting with the participants and distributed certificates to all of them.

The workshop provided an excellent learning opportunity to the participants.
